Historia biográfica

Frederick Arthur James Laws (1910-1998), fisheries manager, consultant, was born in England and emigrated to Newfoundland in 1934 to work for Hawes and Company (London) Ltd., initially at Grand Bank and later in Labrador. In 1936, he was appointed secretary of the Portugal Exporters Group Limited (PEG). When the Newfoundland Associated Fish Exporters Limited (NAFEL) was established in 1947, Laws became its general manager. He remained in that position until 1970, when the functions of NAFEL were taken over by the Canadian Saltfish Corporation. During his career, Laws served as a member of the Marketing Administration Committee (MAC), the Fishing Industry Advisory Board, and the Newfoundland Fisheries Commission.

After NAFEL was dissolved in 1970, Laws became its liquidator. In 1970 and 1971, he acted as a consultant for H. B. Nickerson & Sons Limited of Nova Scotia. In 1979, he served as special projects advisor to the Newfoundland Department of Fisheries; in 1980, he was appointed secretary of its Departmental Management Committee.

Historial de custodia

The records were acquired in two accessions. Series 1 - 9 had remained in the custody of F. A. J. Laws. Series 10 - 14 were acquired from a local dealer, Ron Hoddinott. Their previous custodial history is not known.

Alcance y contenido

Fonds consists of Laws' working files, the majority of which came from Laws' office as manager of NAFEL. Other material relates to the various government agencies and committees with which he was associated. The bulk of the material covers the years from 1936 to 1981, when Laws was a central figure in Newfoundland's fishing industry.

The fonds has retained its original order. It is arranged in 15 series: 1. Hawes and Company (London) Ltd., 1909-1967; 2. Newfoundland Department of Natural Resources, 1919-1948; 3. Post-War Planning Committee, 1943-1946; 11. MUN seminars, 1948, 1971, and 1977; 12. Newfoundland Fisheries Commission, 1962-1964; 13. Fishing Industry Advisory Board (FIAB), 1972-1983; 14. H. B. Nickerson & Sons Limited, 1969-1972; and 15. F. A. J. Laws photographs and slides, 1930s-1960s.
